The "reconstruct" command:

Usage: fossil reconstruct FILENAME DIRECTORY

This command studies the artifacts (files) in DIRECTORY and
reconstructs the fossil record from them. It places the new
fossil repository in FILENAME. Subdirectories are read, files
with leading '.' in the filename are ignored.
